Europe felt a moment of respite on Monday, as the tension caused by the presentation of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of opposing developments captured the grim essence of the current period. By day, diplomatic battles are fought: optimistic declarations are issued from different nations. Immense energy is expended on containing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, military action persists as the key method for achieving "settlement".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting missile launches from enemy soil, a capability afforded by current data. From witness perspectives, defense planes that had been scrambled to engage hostile cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems thundered: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely provided by allied countries. Every deployment creates sudden vibrations, causing tremors. The brief panic quickly transforms into grim resignation: maybe the approaching threat won't cause damage this time, sparing the city from ruin and another blackout.
Persistent Threats
Following this, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.
Periodically, this carried on until dawn. Kyiv faced the early updates: multiple fatalities, destruction and infrastructure problems in many homes as a result of the evening attack. As always, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's vital need on international aid – a need that European nations are demonstrably unable to substitute in the immediate future.
Failed Diplomacy
The 28-point plan from American leadership provoked deep reactions, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new proposal from Washington follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This pattern will, no doubt, continue.
Political Considerations
It is tempting to accuse particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration assumes that it is unrealistic to force Russia to surrender the territory that it already controls in Ukraine's occupied territories.
The issue is that while recognising this factual reality, Washington does little to discourage Russia, through statements or actions, from believing that the situation will not shift further in its favour in the near future.
Opposing Positions
Therefore, Moscow is confident that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but averting a total frontline collapse until conditions improve in its benefit.
Present Conditions
Objectively, there are no real preconditions for a armistice. Now, individual motivations are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their focus does not shift toward domestic problems. And although their mission will now be considerably more difficult after latest incidents, it remains very improbable that this will change their overall approach.
These opposing factors are guiding negotiations.
Assessment and Future
It took a just a single week to eliminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.
While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
